Bill Drafted In Secret Would Block Release Of Some Newtown Massacre Records”:

The staffs of the state's top prosecutor and the governor's office have been working in secret with General Assembly leaders on legislation to withhold records related to the police investigation into the Dec. 14 Newtown elementary school massacre — including victims' photos, tapes of 911 calls, and possibly more.
The behind-the-scenes legislative effort came to light Tuesday when The Courant obtained a copy of an email by a top assistant to Chief State's Attorney Kevin Kane, Timothy J. Sugrue. Sugrue, an assistant state's attorney, discussed options considered so far, including blocking release of statements "made by a minor."Adam Lanza

"There is complete agreement regarding photos etc., and audio tapes, although the act may allow the disclosure of audio transcripts," Sugrue wrote to Kane, two other Kane subordinates and to Danbury State's Attorney Stephen Sedensky, who is directing the investigation of the killings.
The bill that's being crafted has not been handled under routine legislative procedures — it hasn't gone through the committee process, which includes a public hearing, for example. Sugrue's email Tuesday indicated that a draft of the bill was being worked on by leaders in both the House and Senate, and might be ready as soon as the end of the day.
He wrote: "I just received a call from Natalie Wagner" — a member of the legal counsel's staff in the office of Gov. Dannel P. Malloy.
"She believes that draft language will be forthcoming today (the work of both houses) in the form of a special act. ..." Sugrue wrote that Wagner "will send me the draft in confidence when she receives it, and I will immediately forward it."
However, late Tuesday, the legislation proposed by Kane wasn't ready to be acted on in either legislative chamber, said Malloy's director of communications, Andrew Doba. He said he did not know when that might happen.
"A lot of people, including our office, have heard the concerns expressed by the families of Newtown victims, and are exploring ways to respect the families' right to privacy while also respecting the public's right to information," gubernatorial chief of staff Mark Ojakian said in a statement released by Doba.
A major question yet to be settled is whether the legislation would apply only to the Newtown case, or to documents from other criminal cases that are now subject to public disclosure. A report on the police investigation into the Newtown shooting is expected to be released in June.
As envisioned by Kane, the bill wouldn't be limited to the Newtown file.
"We are seeking legislation to protect crime scene photographs protecting victims and certain 911 tapes," Kane told The Courant Tuesday. "It is something that I have been concerned about for years and years and the situation in Newtown brings it to a head. I don't want family members seeing pictures of their loved ones publicized in a manner in which these are subject to be published."
He said as he sees the legislation, it would apply to "basically crime scene photographs depicting injuries to victims and recordings, 911 recordings displaying the mental anguish of victims. Things like that, of that category. And it seems to me that the intrusion of the privacy of the individuals outweighs any public interest in seeing these."
Sugrue said in his email that the "forthcoming" language would be "in the form of a special act, not an amendment to the [state's Freedom of Information Act]."

As originally discussed behind the scenes, the proposed legislation would have amended the state's freedom of information law by adding a blanket exemption to disclosure of any "criminal investigation photograph, film, videotape, other image or recording or report depicting or describing the victim or victims."
Colleen Murphy, the director of the state's FOI Commission, said Tuesday that her staff had argued against the idea of such a blanket change. She said a couple of weeks ago the office of House Speaker Brendan Sharkey provided her agency with a draft including the blanket exception. She said she was advised that this draft would not be put to a vote, but she knew nothing abut the contents of the "forthcoming" draft.
Murphy said she'd urged that lawmakers be "thoughtful and careful about any legislation" and to "not be reactive to one situation" by making changes that could have long-term, unintended effects.
Murphy was unaware of Sugrue's email when The Courant told her about it late Tuesday afternoon. She said she and her staff had not been receiving detailed updates. Asked if she would have liked to have been kept aware of developments such as Sugrue's email, she said yes.
The killing of 20 first-graders and six women at Sandy Hook Elementary School in Newtown has sparked a number of legislative proposals this year to protect the privacy of the victims' families and spare them further pain. One example is a bill that would exempt the death certificates of minors from public disclosure for six months.

On Dec. 14, Adam Lanza, 20, shot and killed his mother at their Newtown home then drove to the school, where he used a semiautomatic rifle in the massacre. He then killed himself. Most investigative records have yet to be released concerning Lanza, including any psychological reports.
If the proposed legislation ends up blocking the release of victims' photos and tapes of 911 calls — on which Sugrue said "there is complete agreement" — it wouldn't be a significant departure from normal procedures with regard to photos, but would be a major departure with regard to tapes of emergency calls.

As a matter of long practice, Connecticut police departments do not release grisly photos of victims. These only emerge in public when placed in evidence during criminal trials, and when they do they generally are not published in newspapers or on television.
"Our concern is the media and the Internet and all the bloggers," Kane said. "If this stuff is FOI-able. ... You've seen these pictures, which are sometimes introduced as exhibits in court  at a trial. The print media certainly doesn't print those. And normally the TV doesn't. But this case rose to a whole different level.  Subject to FOI, any member of the public can get them."
Audio tapes of 911 tapes, on the other hand, are routinely released by police under FOI laws in Connecticut and across the country. Law enforcement officials have refused to release the 911 call tapes in the Newtown case so far. Those tapes were released after other recent major crimes, including the 2010 Hartford Distributors shootings in Manchester.
The release of such tapes are often used by the news media or lawyers to evaluate the police response to emergencies.
Sugrue's email on Tuesday discussed, in vague terms, potential "consent" provisions under which victims' family members apparently would have say over what information might be withheld or released. He mentioned a proposal to "allow the written consent of one immediate next of kin" – to accommodate one parent's "desire to obtain records that relate to her son." But, he added, that might be unfair to "the other families if one member thereof gives the consent."
Also unclear Tuesday was the question of which government officials would decide whether to release or withhold information under the bill.

Nine-year-old Hannah Robertson had the opportunity at a McDonald’s stockholder meeting to ask CEO Don Thompson a question. Here’s what she asked.
“I don’t think it’s fair for big companies to trick kids into eating food that isn’t good for them by using toys and cartoon characters. Mr. Thompson, don’t you want kids to be healthy so they can live a long and happy life?”
Mr. Thompson’s reply started with “First of all, we don’t sell junk food, Hannah.” You can listen to the rest of his reply in this video, where he totally ignores what she says she cares about, tricking kids into eating food that isn’t good for them, and defends his company because of all the fruits and veggies they sell.

According to NPR, Kia Robertson, Hannah’s mom and nutrition activist at Today I Ate a Rainbow, took her daughter to the shareholders meeting as “part of a contingent group from the watchdog group Corporate Accountability International.”
Reportedly, Thompson also said, "We're not marketing to schools. We don't do that."
Really? Ronald McDonald has come to my kids’ elementary school to give an assembly. My son says he talked about being healthy. He talked about doing good deeds. When I asked him if he talked about McDonald’s food, my son said, “no.”
When I asked my son if he felt hungry during the assembly, he said, “yes.” I also asked him what he wanted to eat during the assembly. He said, “A cheeseburger and fries.”
When McDonald’s sends Ronald McDonald to a school, whether he mentions eating at McDonald’s or not, it is most definitely marketing. It would be interesting for a school, who has Ronald come to give an assembly, take a survey the next day and find out how many of the students asked their parents to take them to McDonald’s the evening of the assembly.
I’ve gone on record before as saying that I think the burden of the responsibility for keeping children away from fast food is on the parents' or caregiver' shoulders. As a matter of fact, I wrote about that in direct response to Corporate Accountability International’s call for the retirement of Ronald McDonald. The marketing and advertising that corporations do to children drive me crazy, and I’ve gone to what some people may think are extremes to limit my boys’ exposure to them, but I still think parents shoulder the responsibility for what their kids eat.
So, I love that Kia Robertson has gotten her child involved. She's educating Hannah and making eating healthy a whole family responsibility. Yes, they're also asking McDonalds to change something. but this is one parent who is teaching her child that she not only has control over what she eats, she can have all sorts of influence. Good for her.
And, I love that Hannah had the courage to stand up in front of a room full of adults and ask a hard question. Not surprisingly, the answer she got to her question was a run-around, but she asked. Good for her, too.

The Master Plan (March 20, 1969)




Tapes one and two were recorded in 1988 and are the recollections of Dr. Lawrence Dunegan regarding a lecture he attended on March 20, 1969 at a meeting of the Pittsburgh Pediatric Society. The lecturer at that gathering of pediatricians (identified in tape three recorded in 1991) was a Dr. Richard Day (who died in 1989). At the time Dr. Day was Professor of Pediatrics at Mount Sinai Medical School in New York. Previously he had served as Medical Director of Planned Parenthood Federation of America. The Anti-Defamation League called on Detroit leaders to condemn Farrakhan's remarks.

DETROIT -- The leading Jewish civil rights group in the U.S. slammed anti-Semitic comments made in a Detroit church by Minister Louis Farrakhan, the head of the Nation of Islam.
The Anti-Defamation League is also calling upon Detroit leaders who invited Farrakhan and hosted his talks last week to condemn his remarks.
At Fellowship Chapel in Detroit, Farrakhan railed Friday night against what he called "Satanic Jews" and the "Synagogue of Satan," which he said controlled major institutions in the United States. He also alleged that President Barack Obama "surrounded himself with Satan ... members of the Jewish community."
Attending Farrakhan's speech were the pastor of the church, the Rev. Wendell Anthony, who heads the Detroit branch of the NAACP; U.S. Rep. John Conyers, a Democrat from Detroit; Detroit City Councilwoman JoAnn Watson; and other religious and political leaders. During his trip to Detroit, Farrakhan also spoke before the City Council and at New Destiny Christian Fellowship Church.
"It is deeply disappointing that so many Detroit leaders are apparently so willing to turn a blind eye to Farrakhan's anti-Semitism," said Heidi Budaj, regional director of the Michigan branch of the Anti-Defamation League. "Where are the voices in our community who are willing to stand up and say 'no' to racism and anti-Semitism?"
Started in Detroit in the 1930s, the Nation of Islam is now based in Chicago, but its message of black nationalism is still popular in Detroit, where 83% of the population is African American. During Farrakhan's last visit to Detroit, in 2007, he drew about 50,000 people to Ford Field for a speech.
The Anti-Defamation League's statement this week was based on a Detroit Free Press report on Farrakhan's talk Friday night.
Budaj said that although "we acknowledge the significant challenges that Detroit faces, providing a platform to an individual with a long history of promoting anti-Semitism and racism is not the solution."

The Chicago school system, the nation's third largest, is in big financial trouble, with a billion dollar deficit coming up, falling enrollment, and a recent massive teacher strike over a contract dispute.
Now, MSNBC reports, after a heavily protested meeting where multiple people had to be thrown out, the Chicago Board Of Education voted 4-2 to close 49 schools and one high school program in the largest round of school closures that a single American city has ever attempted. 
At one point, a man wearing a shirt from the Chicago Teachers Union stood up and walked out mid meeting saying "This is a farce. If you care about children, you should leave now."
Opponents object to the closures because they say it disproportionately affects black students, that it will disrupt their educations, and that some students might have to cross gang territory. 
Supporters say this is necessary just to keep the system solvent, and to try to fix the schools that remain.

A New York man has been arrested and charged with making threats to state officials.
Avon police arrested 22-year-old Jonathan Reich of Flushing, NY early Monday afternoon on charges of harassment in the second degree.
Reich’s charge comes as the result of an initial complaint received by the Avon Police Department on February 1.
After investigation, Reich was suspected of making threatening phone calls to two Connecticut state officials, as well as to certain families affected by the Sandy Hook tradegy. The calls were believed to be in reaction to the investigation into the events of last December.
The court has set Reich’s bond at $50,000.  He is scheduled to appear for trial in community court on June 5.

List of 46 Senators Willing to Trash 2nd Amendment, Surrender Sovereignty to UN

Over the weekend, we came four votes away from the United States Senate giving our Constitutional rights over to the United Nations. In a 53-46 vote, the senate narrowly passed a measure that will stop the United States from entering into the United Nations Arms Trade Treaty.
The Statement of Purpose from the bill read:
“To uphold Second Amendment rights and prevent the United States from entering into the United Nations Arms Trade Treaty.”
The U.N. Small Arms Treaty, which has been championed by the Obama Administration, would have effectively placed a global ban on the import and export of small firearms. The ban would have affected all private gun owners in the U.S., and had language that would have implemented an international gun registry on all private guns and ammo.
Astonishingly, 46 of our United States Senators were willing to give away our Constitutional rights to a foreign power.
